Regional State Administrative Agencies (AVI) 2019

Regional State Administrative Agencies (AVI) promote regional equality by carrying out executive, steering and supervisory tasks laid down in the law. The agencies promote the implementation of basic rights and legal protection, access to basic public services, environmental protection, sustainable use of the environment, and internal security and safe and healthy living and working environment in the regions.

The areas of responsibility for Regional State Administrative Agencies are basic public services, legal rights and permits, occupational health and safety, environmental permits, rescue services and preparedness, and the police. There are six Regional State Administrative Agencies in Mainland Finland. In Åland, the duties of the Regional State Administrative Agency are handled by the State Department of Åland.The classification of Regional State Administrative Agencies is based on the division of regions.Regional State Administrative Agencies started operation on 1 January 2010.

No changes 1.1.2019. On 1 January 2013, Suomenniemi (775) was merged with Mikkeli (491), whereby the area of the former municipality of Suomenniemi moved from the are of the Southern Finland Regional State Administrative Agency (1) to the area of the Eastern Finland Regional State Administrative Agency (3), and Kiikoinen (254) was merged with Sastamala (790), whereby the area of the former municipality of Kiikkoinen moved from the area of the Southwestern Finland Regional State Administrative Agency (2) to the area of the Western and Inland Finland Regional State Administrative Agency (4). On 1 January 2010, the tasks of the Regional State Administrative Agencies replace the duties of the State Provincial Offices, environmental permit authorities, regional environmental authorities and labour protection districts of 2009.
